Job Purpose :
The role focuses on cost estimation, tender preparation, contract negotiations before project execution and ensuring compliance with legal requirements. The Pre-Contract Quantity Surveyor must have strong analytical skills, experience in pre-contract activities, and the ability to work collaboratively with stakeholders to ensure cost-effective project planning.
Key Accountabilities :
Cost Estimation & Tendering:
• Preparing accurate and comprehensive cost estimates for projects.
• Analyzing project specifications, drawings, and BOQs to determine project costs.
• Developing pricing strategies and value engineering solutions to optimize costs.
• Coordinating with suppliers and subcontractors to obtain competitive quotations.
Contract Preparation & Negotiation:
• Preparing and reviewing tender documents, including contracts and commercial proposals.
• Assisting in contract negotiations with clients, consultants, and subcontractors.
• Ensuring all contractual obligations and financial aspects are well-defined before project commencement.
Risk Assessment & Compliance:
• Identifying potential financial and contractual risks in tender documents.
• Ensuring compliance with Abu Dhabi construction laws, FIDIC contracts, and company policies.
• Collaborating with legal and commercial teams to mitigate risks before contract finalization.
Stakeholder Coordination & Reporting:
• Working closely with project managers, estimators, and procurement teams during the pre-contract phase.
• Preparing detailed reports, cost breakdowns, and feasibility studies for management review.
• Providing recommendations on cost-effective solutions and procurement strategies.

Qualifications :
• Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
• Professional membership in relevant associations (e.g., RICS, Sr. QS) is desirable.
• Degrees must be attested and equivalent if applicable and translated in Arabic.
•5+ years of experience in pre-contract QS roles within the construction industry.•Strong knowledge of cost estimation, contract administration, and tendering processes.•Proficiency in cost management software (such as CCS Candy), MS Excel, and AutoCAD.•Excellent analytical, negotiation, and communication skills.•Familiarity with FIDIC contracts and Abu Dhabi’s construction regulations.

Experiences :
• Proven experience as a Quantity Surveyor in the construction industry.
• Familiarity with construction contracts and cost management such as CCISM, Prony, CAD.
